Four-time Piston Cup champion Lightning McQueen returns home to Radiator Springs and reunites with his best friend Mater and his girlfriend Sally Carrera. Doc Hudson is indicated to have died some time before. Former oil tycoon Sir Miles Axlerod, now a green power advocate, announces a racing series called the "World Grand Prix" to promote Allinol biofuel. When Italian formula race car Francesco Bernoulli challenges McQueen, he and Mater - along with Luigi, Guido, Fillmore, and Sarge - depart for Tokyo, Japan for the World Grand Prix. Lightning and the other cars are unaware that the World Grand Prix was actually devised by Axelrod is actually affiliated with a group of spies who have stolen top class oil from a refinery in an unknown part of the world and plans to use the race as a ploy to make bio diesel look bad. Accidentally, Mater finds himself as the one who will expose the big ploy when he becomes intertwined in the international espionage mission to stop it.
