This syndicated animated special produced by DIC Entertainment involves some of the popular Golden Book characters Scruffy the Tugboat, Tootle the Train, Pokey Little Puppy, Shy Little Kitten, Saggy Baggy Elephant, Tawny Scrawny Lion, and Baby Brown Bear coming together to protect the harbor against an upcoming storm. The special was intended to be a pilot episode of a proposed television series based around the characters which never occurred.
