Fishermen separate a young orca whale (Willy) from his parents and he ends up in a fish bowl at a marina. Meanwhile, a street kid runs afoul of the law and gets caught vandalising the marina, but his social worker gets him off the hook (so to speak) provided he cleans up his mess at the marina. While there, he befriends the whale and teaches him tricks, something the trainer hasn't been able to do. But when Willy is a dud in front of the audience, the marina owner plans some bad things, and the boy and his friends must try to free Willy.

Jesse: "Let's free Willy! -Jesse"
Glenn: "Let me get this straight, you snuck out of the house in the middle of the night to clean up graffiti? That's an amazing story. -Glenn"
Glenn: "So what is it you're into, Jesse? -Glenn"
Jesse: "Do dogs pee on brick walls? -Jesse"
Glenn: "Jailer? Heh, well, I'm makin' such a great deal on you, you wouldn't believe it. You're a regular cash cow, kid. With that, plus $1,000,000, I could probably retire by the time I'm 300 years old. -Glenn"
Jesse: "So how much are they payin' you to be my jailer? -Jesse"
Jesse/Randolph: "Randolph: 300 years ago, my people only had to spend one day a week gathering food, and everybody ate like kings. Jesse: So what'd they do the rest of the time? Randolph: Told stories, made music, made carvings. Made babies. Jesse: Sounds good -Jesse/Randolph"
Randolph: "Passerby: Nice whale. Randolph: Thanks. -Randolph"
