Ok so I can vaguely remember watching this cartoon in the early 90's as a kid but cannot remember its name. The cartoon is about a blue teddy bear that wears a pair of handcuffs, but once his handcuffs are taken off he turns into a big monster. Does anyone know the name of this cartoon?
