I think the second one your talking about is either Rampage or Comic Zone. Rampage had a lot of different monsters like godzilla that were wrecking the city. Comic Zone was where this guy(whose clothes looked like Flash Gordon's) got sucked into a comic book and had to fight his way out. As for the first one, nothing rings a bell.

The first sounds a lot like Sunset Riders because the megadrive/genesis version only had 2 characters compared to the SNES version which had 4 (just like the arcade).
Not sure about the 2nd game but that description sounds very familiar.
