So I remember this movie from when I was a kid. The vhs was distributed by my school for free and it may Or may not have been a Japanese cartoon since I remember the words not matching the mouths. Anyway, it was about this kid and I guess he hated birds or something and this old ladyl turns him into a bird to teach him a lesson. After that he meets an old bird who's balding for some reason and he tries to teach him to fly. Then they drink beer with a rat and get all wasted.
That's all I can remember and it's driving me nuts. Any help would be appreciated.
