Nick Conklin (Michael Douglas) and his friend and fellow police officer, Charlie (Andy Garcia) capture a criminal who is most wanted in Japan, and their Captain makes them escort the criminal back to Japan over to the japanese police, but while getting off the plane, they accidentally turn the criminal over to members of the Yakuza posing as police officers, and they decide to stay in Japan and hunt him down.
