You guys ever played the Sega CD game Sol-Feace? It was released in 1992.
The opening intro, with the narration about the evil GCS-WT... I hate to admit this but the narrator's voice is sexy. I don't know why.
I don't even know who voiced him. Someone said it sounded like George Takei, but I don't hear it and I doubt he was in it. Someone else said it sounded like David Hayter, but this was 1992 and he wouldn't start acting until 1993. My guess is that it's Steven Blum, who started acting in 1992, and was little known then. And he has a sexy voice, definitely. ;)

From what I understand, the narration was indeed voiced by Steven Blum, and he absolutely does have a sexy voice!
