What is this issue with violent games Japan has?

Isn't Japan the home of Resident Evil, Silent Hill, Parasite Eve and Metal Gear Solid?
I understand Germany's issue with violent games, but Japan? What gives?

RE4 was censored in Japan, as well.

I know they never had a problem with nudity before or gore just red blood. House of the dead on the saturn has green blood. I' ve seen other Japanese games with green blood only...

Yeah, I read that you can't blow heads off in the Japanese version, and I'm guessing that Leon's head can't be cut off by the chain saw guy either. That's very strange...cause most people who complain about America's censorship, like to point out how Japan is more loose about things.
I remember Europe used to really censor games too (don't know if they still do or not). One good example is "Castlevania: Bloodlines" on the Genesis/Mega Drive. They took out all the blood in the European version (even making the pool of blood on the title screen blue instead of red), and changed the name from "Bloodlines" to "The New Generation".

It was in Europe where the Turtles were called "Hero" Turtles, not in Japan. I mean, Japan is where Ninjas came from in the first place.

So you're saying samurai and ninjas in video games are more violent than American games like GTA, Gears of War, Halo, etc? If the Japanese censor games but not anime I could care less. The reason Fallout 3 was censored in Japan is because you can blow up the city Megaton and use mini-nukes with the Fat Man. I didn't know RE4 was censored in Japan. Then again, the latest RE: Degeneration didn't seem that violent to me.
