I only vaugely remember it from the late 90s. It was a sci-fi sort of thing where all the heros were dogs. There was this one rotweiler they kept in a straight jacket. I think they're base of opperations might have been in a giant fire hydrant...

Road Rovers

A scientific genius(Dr. Shepperd/a.k.a. The Master) gathers a team/pack of five faithful canines from around the world . From America Hunter-Golden Lab Retriever, from England Colleen(Collie),Russia Exile(Husky), Germany Blitz(Doberman), and from Switzerland, Shag(Sheepdog). The unofficial sixth member was Muzzle (Rottweiler?) who was always restrained due to his vicious temperament
The dogs aided him in his mission to stop the evil Gen. Parvo from taking over the world with a group of hulking mutated canines.
The good doctor (a.k.a The Master) used a machine that endowed the canines with human intelligence and superhuman abilities.

There was this really old cartoon. These baby penguins get into a cabin and start playing with all the stuff inside. Their mom kept singing "Curiosity killed the cat/Curiosity did just that"

It's called Peeping Penguins (1937), I had a video with that cartoon on it as a kid.
