Its from the early 90s I think..the starting was an old man on a pogo stick I think he was wearing a pinstripe suit.Theres a willow tree with a face smiling at him. A friend played it for me once in class and I thought he said it was called Mister Bubbles or Doctor Bubbles but after numerous searches with these names I've found nothing:/ Any help appreciated!

You're close, it's "doctor snuggles". I remember it airing on nick around the late 80s or so, it's quite charming. It's british in origin.
