I don't remember much about it other than the fact the it was an updated version of the pied piper story with a jimi hendrix like piper who takes away the children of the town and as the children are being taken on a rainbow? they break out in to a song, I can only remember a couple pieces of the song, (the boys):"Daddy don't treat me right." (the fathers):"I did the best I can." (the girls):"Mommy don't kiss good night." (the mothers):"You said you were too old for that.", the only other thing I can really remember is the one of the boys(the main character) aspires to become a great guitar player and when the hendrix style piper is teaching the boy how to play better he tells the boy to "play what you feel" and when the boy plays his guitar an image of all their parents apears and then theres another musical where the adults are singing to the kids about how much they miss them and the kids sing back the same message (and the adults by the way look years older and when the kids confront the piper about it, he tells them that when they left they took all the youth of the town with them so the kids plan to sneak back to the town and get back to their parents (whom are missed a lot by the kids) the piper somehow finds out about their plans and tries to stop them..... and from there I can't remember much else, I hope this helps you guys in helping me figure out the name of this flick was and also if any of you know where to watch it please LMK thanx in advance. Oh and I forgot to add that the entire thing was animated.
