I remember this Japanese (I think) children's cartoon series where these characters run a theatre, and each episode they have to stage a play in time. The episodes revolved around the setting up of the play, behind-the-scenes as much as, if not more than, the plays themselves.

The main character was this penguin with a sailor's hat and a red bow. I see it very clearly in my head but I can't remember the name of that show. Sound familiar?

Didn't that Hello Kitty cartoon that aired on CBS in 1988 have a similar format?? It was littered with little animal characters like the penguin you described.

Yes, I forgot to mention that. It was most probably made by the same creators. This theatre cartoon indeed hosted all these animal characters. There might also have been a white bunny with pink ears.

Its definitley Hello Kitty's furry tale theater. Hello kitty wasn't in every episode, but there was a penguin in a sailor suit called Tuxedo Sam, and the pink and white bunny is My Melody.
*That's it! I'm so gonna be like Angela Bower...except with better clothes.*

Boy does it. :D Thanks a lot for your help, guys. It's very definitely Tuxedo Sam and the Furry Tale Theatre that I was referring to. I knew Hello Kitty came into it somewhere.
