For me it was '99 aswell.
I used to always watch it at my friends and on new years when i was younger (before the age of 12) we used to watch the count down to the new year and run out the house screaming with pots and pans saying happy new year(this being before we found access to fireworks through and uncle of his).
All the good shows stopped around 98 and all the s**t shows started in 99.
I only watched it after about 98 for the reruns of old shows like alex mack and the rest.
Interesting story. I think that proves it.

Because of the golden age myth it's hard to say that Nickelodeon just started to suck. It's likely that at 1999 we just stopped being able to understand kid's shows, and we are more leniant of shows of our day. But in the case of Nickelodeon I really do think Nickelodeon started to suck.
1. Notice how the TV schedule for Nick is messy and difficult to keep track of. It just goes to show they aren't airing TV shows based on quality.
2. It's normal for a company to have so much talent under one roof and then to suddenly lose it. TV networks, magazines, TV shows, etc all have a life and when it passes they just become a shadow of it's former self. The Nickelodeon writers had a great deal at first. Break into the industry by rewriting adult shows for kids. The Twilight Zone becomes Are You Afraid of the Dark, Saturday Night Live becomes All That, and others. But eventually the adult writers move on to write for shows for more lucrative adult shows.
3. It was said many times during Nickelodeon's golden years that the networks were being run by idiots. I can actually remember reading comments like this outside of Nickelodeon approven material. This isn't something that just suddenly happened. This was was in the works for awhile.
4. Nickelodeon's new Nick Toons feature amatuerish character designs, socially unintelligent dialogue, less detailed animation, and in the case of Jimmy Neutron the show actually brings back forgotten offensive racist stereotypes.
Of course I still remember the shows on Nickelodeon that I used to hate during their golden years. And I remember when Nickelodoen first started and it didn't work out too well at first. But there really was a time in which you could actually look forward to watching many different shows one after the other.
