Well let's see here, I'll start with the 80s:
My local channel Your TV20 (WB20) plays "The Littles" at 7:00 am on Saturdays (I have recordings from those airings) along with: Liberty's Kids and Strawberry Shortcake.
Qubo which is a programming block that airs on NBC, Teletoon, and the "i" channel (which recently got a 24/7 channel) plays Babar which is from 1989. That show doesn't interest me that much but it's a cartoon and it's from the 80s.
Boomerang plays still plays some 80s cartoons. They air: The Smurfs, The Snorks, Heathcliff and Marmaduke, Dennis the Menice (Boomerang's most recent 80s cartoon premired this year in 2007), and Richie Rich. They are gonna show Garfield and Friends on the network again after being taken off in 2006 about 3 months after it first aired on Boomerang.
Toon Disney has recently brought back: Ducktales, Talespin, and Chip and Dale's Rescue Rangers. However on JETIX they air Dungeons and Dragons. They used to show Spiderman and his Amazing Friends but it was taken off the air.
I think Cartoon Network airs Voltron but it's at 5:30am.
That's about all I could name, now for the 90s:
On the 24/7 version of qubo they show Rupert the Bear. Although this is not a cartoon, they also show Lamb-Chop's Playalong.
Nicktoons Network shows some of the 90s Nicktoons but they are mostly at 12:00am-6:00am. One of the only Nicktoons that airs at decent times are Ren and Stimpy.
Toon Disney shows: The Tick. I don't know about the other Marvel cartoons such as Spiderman, X-men, The Fantastic Four.
Boomerang airs 90s shows such as: Dexter's Laboratory and 2 Stupid Dogs. Wikipedia said that this April that they will air: Cow and Chicken. I don't have an official source about Cow and Chicken but we shall find out.
Cartoon Network still shows: Ed, Edd, N' Eddy. Even though there's episodes made in the 2000s. Hey, it was made during the 90s, right?
Nickelodeon still shows Spongebob which is from 1999 so technically it's a 90s cartoon. Also Nickelodeon still shows Rugrats episodes at 6:00am. Rugrats was made in 1991 even though there's episodes being made in 2000. They still show the classic Rugrats episode which is good. Sometimes I would see The Wild Thornberrys at 6:00am.
Also even though it premired in 1989. The Simpsons still airs 90s and 2000s episodes (even though I see mostly 2000s episodes). My local network CW44 (UPN44) airs some 90s episodes sometimes.
