I need some help again, Retro Junkers..

There's this animated movie that used to play on Disney I think during the late 80's/early 90's..

It's about an artist that has a magic paintbrush, and he's in this forest. He talks to the animals and they can talk back. The brush is somehow losing it's magic, so the animals are helping him get to this castle where a giant cactus-like monster lives. Somehow, that was supposed to recharge the magic in the brush..

There's this big bear (kind of looks like Baloo from the Jungle Book) that's in the party of animals that the artist talks to, and there's one scene in particular that I remember, about the artist crawling into a cave and being turned into a big purple mushroom..

Lastly, the cactus monster is somehow turned into a flower at the end of the movie, and he sleeps in a water bed that looks really similar to the water beds in A Goofy Movie (where Goofy and Max spent the night at a hotel)

In my mind, it has the same animation style as the old Lord of the Rings animated movie, but I could be wrong.
