Hey I have been searching everywhere for a game that someone described on the escapist forum but I cant find it anywhere! This is their description which is much better than mine.

"so it's for pc in the 90s. aimed to preschoolers. i dont think there was any plot except to make the center statue in the main menu that looked like a city colored by completing very basic tasks. i remember there was a recycling part where you have to correctly recycle certain objects. or later at the "circus" there is an elephant card game i think? at another point you got to make a terrarium for a lizard and change dirt types and lizard types. any ideas would be helpful, thanks!"

The only other thing I remember is I think a dog was the main character or something. Any ideas?
