It could be a combination of things, especially media. As it was mentioned, there have been bad kids each generation, but seems that as time goes on, media pays more and more attention to it.
It's just like situation involving child abductions or children being abused or molested. It's always been around, but there just wasn't as much awareness on it. Now a days, the media covers this a lot, making parents a lot more aware, and victimized children more options as to what they could do.
When we were kids, I'm sure our parents weren't extremely worried when we played outside from sun up to sundown, now-a-days, parents have stuff like Law & Order (and all of its spin offs) continuously going on about the dangers out there, making the parents more over protective. It's on television all the time, so I could understand why parents are anxious to keep their kids inside now.
