FBI agent Gracie Hart is neither graceful nor ladylike but she is a smart & capable at her work. When faced with disciplinary action for a bungled operation, Gracie is recruited to go undercover for an assignment to take down a terrorist coined "The Citizen" whose next target is the Miss United States pageant. With the help of former pageant consultant Victor Melling, Gracie goes through the daunting process to make her not only a credible beauty contestant, but an actually lady. But as she struggles to her new transformation, Gracie gets to know the other contestants, not only as potential criminals, but also as real people. She soon discovers that another sinister element is present at the pageant and will do whatever it takes to quash that element and protect her new friends, namely the other innocent contestants.
