    		 I personally enjoy both (different styles for different days), but the one most people seem to prefer is Sonic SatAM. Not sure which one is supposedly airing again since I've still never gotten a converter box for my TV.

    		 Starz likely owns the rights to the Sonic cartoon property, or they own whoever owns the rights to that property. If that's the case, then it's just a matter of airing it whenever they feel like it.

    As far as how...Well, how does anything else get show on tv? There's your answer.
