this particular rare short I'm looking for was aired many years ago after Daffy Duck's Fantastic Island. basically, the short is about a martian that is stranded on earth and tries to reach back to his home planet by stacking bunch of junk into a tower, but trying unsuccessfully.. I also remember the main color of the background in the short was red. anyone know what i'm talking about?

Only martian cartoons I know of are Marvin the Martian directed by Chuck Jones. But you said this one is pretty obscure.

I know of a couple martian toons, but I don't think any have the bit about making a tower.
One is about a bunch of martians who have signs over their heads which show their emotions (like a heart when they're happy, a cloud when they're sad, etc). The star martian is bored/depressed & goes to earth, then realizes mars wasn't so bad after all. This one was done by a major studio like WB or MGM.
Another is from the deputy dawg series, but there the martians leaves in a UFO.
There were also a couple episodes of woody woodpecker with martians, and of course the flinstones eps with the great gazoo.

It sounds like it might be a cartoon short of The Tex Avery Show and a Looney Tunes cartoon short that was directed by Chuck Jones.
