The "press and hold RESET while pressing the POWER button" message was a precautionary message for the older NES titles that included memory functions. The cartridge held a small RAM chip that saved game progress. For those with any technical knowledge about RAM, it requires power to retain its data. Also inside the cartridge was a small battery that gave the chip enough energy to remember the saved game states. Now, abruptly disconnecting the power to the cartridge COULD fry the battery, and cause the game save feature to stop working. Holding RESET cycle the power of the machine down, while pressing POWER will disconnect the remaining power, and thus safely store the data on the chip.
For what it's worth, I have a Zelda cartridge that I have NEVER used the RESET+POWER method on... and it is still saving save game data almost 20 years later!
Today, most game systems use memory cards or chips. These solid state "flash" chips don't require any power to retain their information, although there are a finite number of times you can write to them.
