Holy crap! It took me a few seconds to remember, but yes, Sponge did say that! It was the episode where he was trying to win the radio contest sponsored by "Giant" Jim Ginsberg. He makes it to the final round, but doesn't know what color a giraffe's tongue is. When the kids try to console him he says, "I'm pissed off because I'm not as smart as I thought I was."
About the "awful waffle," the kid they gave it to didn't have a name. It happened in the first episode, where Michael comes to camp. He and Sponge are dared to steal stuff from the girls' bunkhouse, then Budnick takes the items and hides them in the unfortunate victim's bag, to make it look like he stole them.
Wow, it's almost frightening how much I remember about this show.
