As for it being $250, Yeah, that is a bit much for a DS upgrade. In fact, that was how much the Nintendo Wii was during launch, and seeing as how the 3DS is going to have some of the features the Wii has (Menu, Home Button, Shop Channel with 3DSware and Virtual Console titles) as well as it's own unique features (primarily, the 3D capabilities), then that might be why they're charging $250.
That is true that it's pretty much a fully-functional system with all the same features as the Wii, but I guess ever since the original Game Boy there's sorta been this unwritten rule that everyone expects portables to be significantly cheaper than home consoles (sometimes as alternatives). Although considering how advanced they are now, I think their portability may make them a better purchase to begin with.
