Well considering that most of the people he hired will be under contract when he's gone. He can still hire a number of people under contract before he leaves. The new mayor will have a devil of a time if he or she wants to do things differently and can't legally get rid of these people. The mayor will have influence long after he's gone. I do here he's going to balance the city's budget using money from the TIF loans before he goes.
