Nermal from Garfield and Friends - so annoying
Piglet from The New Adventures of Winnie the Pooh can also be annoying sometimes because he is such a scaredy pig.
You cannot leave the magic - Down at Fraggle Rock!

Anyone who sings like that should be dragged out into the street and shot - Garfield

I'm not messy. I'm organizationally challenged ! -Garfield

As for irritating, today's Homer Simpson. He's come from just being hilariously stupid to being a total asshole for the sake of humor.

Oogtar(d) and the "Cave-People" from Super Mario World. Though, rewatching the series now, Oogtar only appeared in a couple of episodes ( thank God!), but the show still sucked.
Scrappy Doo from the 80s/90s Scooby shows. Dear Lord, I hated "da-da-da-dadah! Puppy Power!" more than anything else. I have a softspot for the old Scooby Doo cartoons, but Jeez, they fucked up with Scrappy.
Mushmouth from Fat Albert-do I even HAVE to explain?

So many to choose from, so little time.

Definitely Special Agent Oso, Lou and Lou Safety Patrol, Little Einsteins, and Scrappy Doo.

I would say Peter Griffin, Stewie, or Brian from "Family Guy", depends on what episode it is.

Peter-A Fat Bastard who would take advantage of anything.

    Stewie-He's less irritating...unless he's pestering Brian.

Brian-When he opens-up his Liberal Mouth (Brian's Political Opinions are TOO out there, not even Lisa Simpson is out there)!

Lady Jaye from GI Joe. Something about her just irks me.
