I don't think your thinking about a PPV. WCW liked to have a episode of Nitro in Panama City every year during spring break which was held outdoors and the ring was surrounded by pools except for the enterance ramp for wrestlers to walk to the ring.

Reason WWE won't do it is because WCW lost a TON of money doing these shows, for one thing the attendance takes a massive drop due to much more limited seating, also it was thrown in the middle of spring break so there weren't many actual wrestling fans there as much as there were a bunch of drunken frat boys.
