I couldn't find anything unfortunately. I'm guessing the cover comes from a hentai game 
I did find this though:
It's from a game called Silviana - Love-filled Adventurer. There are a lot of Silviana games. I thought the girl looked similar.Are you sure you want to delete this post? Yes | No

Hey, you just might be right! Yeah, they have the same hair styles, and the dolphin fits with the whole beach theme. I'll check my disks without covers and see if the title matches the one on that screen. Thanks again!
EDIT: Well I checked all the disks, and none of them matches that game's title, by logo or letters... however, I noticed that the Little Computer People disk actually said "Little Computer People" on it in English letters. How did I miss that?
However, look back at the screenshots of the artwork. In the first picture, on the front, there's some Japanese writing in the bottom corner, but due to my bad camera skills, you can't make it out from the picture. On the other side of it, though (picture #2), there is some pretty large Japanese lettering right above "ORIGINAL DISK LABEL," which isn't the same as the letters as the hard-to-read ones on the front. Yeah, I said before that it says Famicom Disk System
