I am going to try my best to describe it I think it was French Canadian but not to sure and it was on YTV. The name started with an M...Mon....something.... Monemi? Monumie? I think the title was the name of the character, he had blue hair that went down to his neck I think he whore red or orange footed pj's he had pale skin and his face kind of looked like a lemming. Also the short looked like it was drawn by pencil crayon or marker and it was either during the commercial time or in between tv shows.
Also the tune that was playing was the name of the character/short
