I would have played it at the arcade around the mid to late 90s, based on what I recall of the graphics the game may have been new at the time, it would not have been any older than the late 80s at the most.
It was a racing/combat game. It was motorcycle based & the cabinet I encountered had a full ride-on motorcycle interface (I believe they even tipped side to side, but I don't recall for certain), and was 2 player. Each player had their own monitor, with the other player's not being readily visible.
As you raced around you could shoot other vehicles in front of you, which often launched them into the air. This not only got the NPC vehicles out of your way, but they could land on/in front of the other player if he was behind you, hindering his progress (I found this out after the fact, when the guy I was playing against complained about trucks landing on him). A common NPC vehicle were large trucks, like monster trucks.
