          		 I'm not saying this is the way things happened, but it's possible:
          Gang leadership got suspicious of the undercover cop. Harassing an SUV was planned, and the cop was told something like "today, when we go mess with people on the road, you have to break a car window" with threats for failure to deliver.

            		 Ok, I see your point. However, he's on the news and now I'm sure everyone in the gang know he's undercover so so much for that. And undercover cops are undercover for the greater good. If he has to beat up a man with his wife in passenger side and a baby in the back seat, maybe he needs to contemplate if the ends justify the means.
