      		 I don't think that rule exists anymore.

        		 I think they would be more active if forums with new posts got bumped to the top. Sifting through 10 pages of old forums with no new posts in the past year gets tedious fast, so nobody bothers, thus nobody sees that there are new posts to respond to.
