I was just wondering, but my opinion is that it was more like 2002 for a number of reasons, and more like 1994 in some other reasons. This is just my opinion though:

    Technologically?: More like 2002.
Culturally?: Obviously more like 2002, it was millennial.
    Fashion-wise: More like 2002.
    Politically: More like 1994.
Was grunge still around?: In 1994, yes. In 1998, no, it was mainly covered in a boy band blanket. In 2002, absolutely no, and boy bands began to decline.
Disney Renaissance? In 1994 and 1998, yeah. 2002, no.
Was Soundgarden still active?: 1994: yes, they were also very popular that year. 1998: no.
Did the King World Productions logo change?: In 1994, they still used the Spotlights logo. In 1998, they changed it to the yellow logo, but some shows started using it in 1999.
Video game wise?: More like 1994. You still had SNES and the original Game Boy.
Did Goosebumps still exist in 1998?: No.
Were Tupac and Biggie still alive in 1998?: No.
Did Shows like The King of Queens and Everybody Loves Raymond exist in 1998?: Yes.
Did Jeopardy still use their 1991/92 theme song and old think theme?: 1994, yes. 1998 and 2002, no.
Did Spongebob exist in 1998?: No.
Was Britney Spears the teen superstar in 1998?: Yes.
Did Rugrats have Dil in 1994? 1998? 2002?: 1994, it was still the good Rugrats you had on Television. In 1998, they had Dil. In 2002, they had both Kimi and Dil.
Did the Ford Super Duty exist in 1998?: Yes. They were actually 1999 model years.

I will say it is more like 2002.

Nah, 1998 was more like 1994. Video game magazines were still the best source of getting game info, arcades still existed, internet was slow, the music in 1994 and 1998 on the radio was still good because I listened to it every day on my way to school. Back in 1998 is when I first got cable so I was able to catch up on a bunch of shows and videos whether they were on Nickolodeon, VH1 or MTV. In 1998, I would watch Beavis & Butthead Do America on VHS and watch a ton of Rugrats on Nickolodeon and music videos on VH1 and MTV. I think the quality of programming in the 90s was more awesome compared to the 2000s. In 1998, 2D fighting games were still awesome just as they were in 1994. Both years were awesome but in 1998 I was able to realize the greatness of the time a lot more.
