As in your other post about famous cartoons, I don't get how you can say Bugs Bunny or Mickey Mouse hasn't "stood the test of time" as well as the Simpsons, that makes totally zero sense, considering they are golden age cartoons that are still well known by both the old and the young. They've been around way longer than the Simpsons, so it makes zero sense that somehow the Simpsons "stood the test of time better" than Mickey Mouse or Bugs Bunny.
It's fine if this is a list of your top 15 favorite cartoons, but since you're asking what's the most famous or now "legendary," I don't see how you can make a case at ALL that He-Man is more famous and well know than Superman, Batman and Spider-man, He-Man isn't anywhere near their level. Again, if you happen to like He-Man, that's fine, but saying he's more famous than Superman...that's just totally absurd. Same has to be said for the Teenage Mutant Ninja Turtles and I happen to be a HUGE TMNT fan.
But to answer your question, when I think of most well known cartoons, what comes to my mind (and I am not doing a list of least to greatest, so this is in no excat order).
The Flintstones
Betty Boop
Donald Duck
Daffy Duck
Porky Pig
Kermit the Frog and the Muppets
Popeye
Woody Woodpecker
Tom and Jerry
Mickey Mouse
Bugs Bunny
Superman
Batman
The Simpsons
A case could also be made for Spongebob Squarepants where or not you like him personally, but he's still fairly new. The Simpsons are fairly new compared to my list of other well know cartoons. But I listed them cause of the fact that they've been on the air for 25 plus years and are of course hugely well know. Spongebob is still to modern to be considered "legendary" though.
