"Disney's Halloween Treat" was a favorite in my family. It was basically a clip show of Disney villains old and new and showed a much darker side of Disney than they do these days -- which is probably why they don't air it anymore.

      I will re-enforce these suggestions:

      Charlie Brown
      Casper
      Hocus Pocus
      Halloweentown
      The Halloween Tree
      The Addams Family
      The Nightmare Before Christams
      Olsen Twins Movie

      And suggest these:

      Garfield Halloween Special
Wallace and Gromit: Curse of the Were-Rabbit
Corpse Bride (granted, I find it horribly gross and boring)
      Pooh's Heffalump Halloween Movie
      Arthur's Scary Stories
      Goosebump specials
      Bedknobs & Broomsticks
Are You Afraid of the Dark?
      Ghostbusters
The Adventures of Ichabod and Mr. Toad

Ichabod is the best cartoon ever for halloween and my fav, i watch it E-V-E-R-Y year. Always skip Mr. Toad tho lol

A great list so far. Several more to mention:
                The Worst Witch
Don't Look Under the Bed (This is a good one!)

Not as big of a fan of this one as the Christmas edition but how about, Halloween Is Grinch Night.

                    Teen Wolf.

Ignoring 80s/90s I'd really go for classic monster flicks like Creature from the Black Lagoon, Them!, The Wolf Man, The Blob...or Abbott & Costello Meet Frankenstein/the Mummy/Dr. Jekyll & Mr Hyde/the Invisible Man.

Don't be afraid to throw in an R movie or two. Kids are really resilient and accepting of that stuff. Half of it they won't understand anyway. You want them to grow up cool, right?
