I would say Menace Beach and Sunday Funday on the NES. Even though the latter is a copy of the former using the same game engine, with different enemies, a different plot, an arcade-style mini-game with Bible verses, and a karaoke sing along of 4Him's "Ride of Life" off their 1994 album The Ride (despite the fact Sunday Funday was the last game released on the NES in North America, the last officially licensed game being Wario's Woods), both games are considered shitty, unplayable, and fucking impossible to beat. One of the main reasons why they suck is because of all those fucked-up obstacles somewhat decreasing your chance to beat the game, such as springs that bounce you up and down causing you to plummet to your death in some cases. Another reason why those two games are atrociously unplayable is due to standing near a pit after falling off a high platform making it impossible to jump back up, with your only chance of succeding (or somewhat failing) being suicide.
But that's not all. When you get a Game Over (which occurs after losing your last life), you have the chance to continue from the title screen at the level where you died. But what makes the game so tedious is that there are infinite continues, causing hours of pure frustration within the game. This is why I think Menace Beach and Sunday Funday being so horrible and impossible to beat!
Another game that I also find impossible to beat would be Silver Surfer on the NES. The music, graphics, and even the front of the game box may look cool and badass, but the game is considered so notoriously difficult to play that you can't finish one level (I agree with the Angry Video Game Nerd on this one after seeing his review on the game)!
