I only remember the "not for resale" being printed on not a sticker. Also why does one have what I assume is a serial number while the other does not?

There's also another cartridge with a different picture on it. But there is no difference in gameplay or anything. It's just that the not for resale ones are the ones that came bundled with the Sega Genesis systems. There probably is not a difference between both of those not for resale ones. they probably started with the sticker and then later they just printed it right on the label so it's easier.
