I'd have to say for #1, it'd be Aquemini by OutKast. Just a perfect album from beginning to end. Instrumentals were just great, and Dre(Andre 3000) and Big Boi rhymed wickedly from beginning to end.
Some Runner-Ups:
The Chronic- Dr. Dre
Me Against the World- 2Pac
Illmatic- Nas
Ready to Die- Notorious B.I.G.
Enter the Wu-Tang (36 Chambers)- Wu-Tang Clan
Doggystyle- Snoop Doggy Dogg
Infinite- Eminem

Not too familiar with the hiphop scene but my favourites would be De La Soul - Three Feet High and Rising and Pete Philly & Perquisite - Mindstate. Both are more ventures into Jazz-hop however.

Just so people know, this was apart of Speakerboxxx/ The Love Below by OutKast. It was a Double LP where both members split and made their own albums. Speakerboxxx was Big Boi's LP while The Love Below was Andre 3000's Side. Personally, I didn't like it compared to earlier OutKast albums like Aquemini.
Edit: I've also noticed that many people have put Marshall Mathers LP for one of their favorite Eminem Albums, it's my second favorite, but still a true classic.
