The only time Nintendo truly had fighting games to their name known in the US was occasionally from 2nd party ones. Namely the Killer Instinct series from then-2nd party Rare and the Super Smash Bros. series from still 2nd party Hal Labratory. But were 1st party Nintendo fighting games possible? Actually yeah they were...
1st example was the early NES title "Urban Champion". A highly simplistic game in the vein of Data East's Karate Champ, it may not seem like it now but back in its day it was considered to be a fighting game. However improve the gameplay to make it more "2-D fighter" friendly and a SNES and/or NES version would be possible. There have been various NES characters that would make possible additions such as certain opponents from Punch-Out and Pro Wrestling, special guest appearances from certain folks such as Mario, Luigi and Donkey Kong. And of course Nintendo can make original characters for those games as well. Nintendo would of course still allow those such as Street Fighter be on the SNES. After all Sega actually made the Eternal Champions 2-D fighting game series and they allowed other 2-D fighters on the Sega Genesis just fine. Granted Nintendo couldn't out in ANY character from their other games in it but there are plenty that they can here.
The 2nd example would be much more of an actual "2-D fighter" namely Joy Mecha Fight. A robot-themed 2-D fighting game done by Nintendo for the NES. The plotline was considerably similar to Mega Man but it utilized the NES' technological and controller limitations rather well. However it unfortunately stayed as a Japan only release for one game. This also could've been developed into something more worthwhile of a fighting game series. Not only could they use characters from Nintendo's more Sci-fi themed games alongside original ones. It can most definitely fit into 3-D gaming a lot more easily as well.
Besides if they developed those two more they might enticed Capcom to add them into their "Vs." fighting games. I mean they did Marvel and SNK so why not Nintendo? So in another words Nintendo actually had a couple of chances to do more for the Fighting game genre.
