I'm building a webpage, and I was wondering if you knew a good way to implement a system where people can comment on things, like on this site? Any help would be appreciated. :)

When you have already started the actual site, what you wanna do is focus mainly on phpBB. I can't explain it all but here is a pretty good site.

I'd suggest not using phpBB, unless you meet a few of the criteria:

          1. Run your webserver off your computer.
          2. Have access to a MySQL database.
          3. Know some MySQL.

If you've got the connection to do it (broadband or better, A/DSL HIGHLY recommended), then check out my tutorial here.

PS: Why not sign up for a guestbook on bravenet or something and link to it ?

That's what I do, but with LiveJournal. I just suck so bad when it comes to SQL. I know a good chunk of PHP and a good chunk of SQL but damned if I can get them to make friends with each other.

If you don't mind having a lack of customization ability you can get a free wordpress blog account from http://wordpress.com. That way you don't have to worry about PHP and MySQL.
