Yeah, I've seen the same excuses with other shows before (Transformers and Little House on the Prairie immediately spring to mind). The bottom line is, "poor quality" or not, it's STILL going to look better than any homebrew fan set. And poor quality or not, I want the original uncut version of ANY show. From reading through the news items for each season on tvshowsondvd.com, it sounds like they were just lazy. Oh well, their loss - they ain't gettin' my money!
The same B.S. happened with the first season of Roseanne (which is ALSO cut syndication prints). Except in THAT case, the fan backlash was so great they suddenly "found" the original network versions and released all the subsequent seasons uncut. If Alf had a bigger fanbase you can bet your booties they'd get off their asses and do whatever necessary to make the uncut versions available.
The best thing Alf fans can do is make sure ALL fans know about this and raise a stink about it. Then maybe, just MAYBE we'll see the original uncut version appear somewhere. You lose something like 2 minutes per episode. Which, collectively, means you're missing roughly 44 minutes of footage (or the equivalent of two full episodes) PER SEASON. Unacceptable in my books.
