When TV show trading, does it matter what condition the tape is in as long as it isn't seriously unwatchable?

Well, better condition is always preferred, of course, but if it's a really rare show that isn't available any other way then most collectors would probably be happy just to HAVE the show, in any condition. Often running a glitchy video signal through a time base corrector (while capturing to digital) can clean it up immensely. I've done this with some of my dodgier recordings and actually made them watchable again.

If the tape is so blurry to the point of where it just ruins the whole film then yes otherwise no.

Would a local newscast from 1997 count as "rare" if the newscast looks different now?

The nicer the condition of the tape and its contents, the better it is for trading. But, minor glitches can be fixed, and it's inevitable that over time the quality of the tape starts to erode. So a few glitches won't really hurt tape trading that much.

Also, I have no idea if a local newscast from 1997 would be "rare". I have a local newscast from Fox News 32 from 1989, and I think it's really nifty just for nostalgic purposes. I think it would be counted as "rare" if there was someone collecting local newscasts from different cities from different years - no one newscast is like another!

Condition is very important. I have a few shows in my collection that are horrible quality, but those are very rare shows and a horrible copy is better then no copy at all. If it is hardly watchable, I more then likely don't even bother transfering it from VHS to DVD, unless you can correct the issues as some other people have stated.
I find that the shows in my collection from the 90's aren't as sought after as my other stuff by collectors, but I would probably still make a copy and stick it away for a while....in 10 years it will be a much cooler find for collectors.
