This is probably one of those bumpers they showed throughout the 90s, like, every year. Kinda like the Hershey Kisses Christmas commercial or the Campbell's ad with the snowman.
That one does seem familiar to me.. I noticed both Marc Summers and Ross and it seems that the dad/ranch manager from "Hey Dude" pops in when they say "Hey Dude move that light" or something like that.
